Two groups of people (Kodu) share a water system. Rainclouds have returned to the land after a prolonged drought. A mad scramble ensues to collect as much water as possible to avert an impending famine. The player's job is to collect rainwater for their nation. The player is deployed to the valley to collect water but is quickly recalled to the capital to decide upon issues of life and death. The only long-term solution to the water crisis is cooperation with the other Kodu or outright conflict. The player is given the choice to work with others to ensure the well being of all Kodu or undertake a war to gain control of this essential resource.
Depending on the player's choice they can either negotiate with the other Kodu leader or arm themselves with weapons from the munitions factory for an attack on the rival's capital. Both decisions will result in victory for the player; although the consequences of armed conflict should be apparent.
If cooperation victory: Cooperation with the other Kodu has ensured the longevity and well being of all. No longer will Kodu fight over water; they will use their intellect and reasoning to solve issues in a peaceful and diplomatic fashion. Your compassion and guidance is notable. Future generations will be in debt to you and your hard work. If only humans could settle their problems like Kodus...
If conflict victory: Smoke still drifts from the burnt out villages and towns. Symbols of the conflict---blackened tanks, Kodu bones, and drained reservoirs---lie scattered across the land. Once the smoke clears your victory becomes apparent. The lands of your enemy lie in ruin. The threat they posed the your people's well being has been subdued and an era of peace and prospertiy has been ushered in. But at what cost? Some say that the crisis, and the wanton bloodshed that went with it could have easily been averted. Although one thing is for certain, that it's too late to know now...
